It appears as though he's a committed scammer, he scammed on multiple accounts. Which means it wasn't a one time mistake.
Avoid him, block him. last time, put this in support where it belongs.

Odd thing is, it looks like Kaitlyn removed this Far Cry 3 giveaway. But didn't suspend/ban him

While there's lot of proof he have what it takes to be a scammer, you should know one thing - he could have given you Euro-price code, which won't work with Polish Zloty.

Just like that $20 Origin key didn't worked if you tried to use it outside of US.
