I have a question:
If I win Painkiller: Black Edition and afterwards win Painkiller Complete Pack am I allowed to giveaway Painkiller: Black Edition?

you do not get an extra copy if you already own a game from a bundle you get. the bundle just fills in the games that you don't own yet. the rest is discarded.

I've always hated this policy since I tend to own the most expensive game or 2 in whichever bundle is currently on sale through Steam. I wish they would look through your library, see what games you owned in the bundle, and remove those from the price. I'm tired of seeing a bundle on sale for $50 and $20 of that comes from 2 or 3 games I already own.

In your case, if you won the Black Edition first and then won the Complete Pack, would mean you won't have 2 copies of any game, because adding the Complete Pack to your account won't grant you any additional copies of already owned games, which is Valve's policy for almost all packs (only exceptions are mentioned here).

The other way around, winning the Complete Pack first and then the Black Edition, would not be allowed, which means you wouldn't be eligible to win the second copy. You should remove your entry for the Black Edition, after winning the Complete Pack, if you forget to do that, the gifter will probably do a reroll.
