Oops, accidentally deleted post. Dungeon Keeper, Dungeons, A Game of Dwarves, Towns, Evil Genius are kind of similar, but the units still will respond to your orders if you make them. Otherwise they just walk around and do what they want.

I'm currently developing an open source exploratory strategy game engine and my first actual game is highly based on Majesty. There is a lot from other stuff on top of that but there will be a scaled down version that will be just like Majesty but with a deeper guild system.
Because it is open source its highly moddable and free.

In Majesty we cannot control everyone like most real-time strategy games, we're not inside their minds telling them directly where to go, what to do and who to kill, but we can tell them what to build and where to build, and place bounties on enemies heads, but they still do whatever they want to do, we can only motivate and induce them to do what we want.
Are there any other games like that? Thanks!
