Looking for some help - Can't Connect to Steam Server

Around a month ago Steam worked perfectly fine. Then I went to a camp at a college and I figured that the error message showed up because of the college blocking its ports or something. However, when I came back home the same error happens. Whenever I go on the site it says I'm offline unless I go to send a message to my friends. I tried lots of the solutions I found online but none of them work.

Any help?
