Can you gift Humble Bundle Steam Redeemable links?

Yeah, there are two ways. If you checked the box for "it's a gift" when buying it, yep, you can just provide the URL for the bundle.

Other possibility is redeeming the bundle yourself and then go to your library, select the Steam key section, and you should see the icon of a present next to it that will allow you to sending it to somebody directly via Steam.

yep, if its a new bundle there is a gift icon next to the game, click it and you will get a link.
