There's no trouble for not delivering a game. Consider that each rule has its own level of importance, so not delivering the game is more important than the 7 day rule.

Make sure that the person actually owns the game. There was a free weekend a week ago and that makes Steam think they have the game even if they don't

You wait, mods will take care of it. Even if 7 days pass with no response, they will remove any negative feedback from your account. They are quite busy.

Orion Dino Hord is tricky. There was a free week that ended a while ago I think and I had 3 copies that I tried to gift to some friends, 1 of them was able of receiving it, the other two couldn't and steam kept saying they already had it even though I KNOW they didn't.
