You get them by being active in the community.
If you're talking about the technical hows, then any group giveaways for a group you're in will appear on the main page just like public giveaways. For private giveaways, you need to know the link.

The problem is that getting annoyed at people for being clueless is counter-productive. Finally there's a guy who actually asks whether the site buys the gift, instead of just making a fake giveaway, and he gets jumped on. What does that say except that people here would rather that noobs keep their noob questions to themselves, and therefore remain noobs and continue to make mistakes?

It's counterproductive indeed, it's much easier to just ban them. If they don't read the rules of the site they signed up for after specifically saying "I understand and read the rules" on the registration form they'll probably won't be a good addition to the community.

This. I didn't need anyone to tell me how this site works, it's that fucking obvious. Can't imagine how brain-damaged someone has to be to even ask.
Nobody has to promise me "Look! If you'll be active, you can get into private/group giveaways" to be active, I'm posting whenever I want. Actually, I posted over 500 more or less worth it posts over two months. And then a guy with two posts shows up.

I think that this community is hurt a lot more by this attitude than by the ignorance of some posters who don't understand the site. A lot of the threads here are cringe worthy because the level of tolerance here is so low.
IMO a simple minded guy who's nice can contribute more to a community than a super intelligent jerk.

You have to be approved for such. There are groups, specialized in giveaways, most of them reque you to have given games before and to create a giveaway for the group, whenever you join. Some groups have random giveaways at times ( like those who stream, they sometimes create group giveaways). And there are those who reque you to be part of some community (forums, etc).
To join a private giveaway you need a link. Those are usually between friends or puzzle giveaways.

New members are obviously in a disadvantage, a huge percentage of giveaways are now either private or group giveaways. In the same time being active in the community and doing some giveaways helps you get recognized and invited into various groups.
