Giveaway won, but no response from the owner

My friend recently won a game, but the guy who made the giveaway dosen't respond to any invites through steam. He won the game 7 days ago.

What should he do? Report him or something?

Not that it isn't useful advice, but I'm thinking with 136 giveaways gifted already, xarabas probably has a good idea of how to handle it. I kinda meant it tongue-in-cheek, especially cos Torchlight is so awesome and I'd appreciate another chance to win it :)
