Does capcom's hint line still work?

I was playing resident evil two on my ps3 and i went to the software manual for some tips. I saw a phone number which was Capcom's hint line. O called for fun and the first 10 seconds was my phone provider telling me that the number needed a cash card from my phone service store. Does the hint line actually work?!
