Do I request a new winner, or do we assume that they got it and weren't courteous enough to give feedback?

Was it a Steam giftable copy or a cd key? In other words, can you see whether or not he/she acquired the gift? It's very much possible the game was received but feedback wasn't given. You can request the feedback from Support if the winner never gave you any, or if you know that the gift wasn't received, you can request a new winner. In both cases you have to wait a week to pass by as you said.

It's a key, but the SteamID they have on here doesn't bring up and results when I searched for them to add them as a friend and try giving it to them that way- I did, however, e-Mail it to them too, but I can't check to see if they actually got it or not.

If you go to the winner's Steamgifts-profile there's a direct link to their Steam-profile and you shouldn't have to search. You just have to log in Steam from your browser window and you can add him/her to your friend list directly from there.

Since it's a cd-key and you already sent it through e-mail, it's sort of risky to reroll the giveaway after that and might give you more problems, for example if the game was already activated by the original winner. I'd suggest waiting for one week and if you haven't gotten any feedback by then, request it from Support. Of course you still should try adding them on Steam.
