So, is this just a compilation of Evoland 1 & 2 without any new additions?

Should be, according to the press release.
Bordeaux, France – February 7th, 2019 - French independent developer Shiro Games is proud to announce that their first hit, the Evoland series, is now available on consoles with Evoland - Legendary Edition. Gathering both Evoland and Evoland 2, the bundle was launched this week on PlayStation 4, and is available today on both Nintendo Switch and PC (Steam). Evoland - Legendary Edition will also be available on Xbox One tomorrow, the 8th February 2019.
Reviews of the Legendary Edition indicate that there are not only no new features, but that optimization issues in the second game still haven't been addressed. So it should be a straight compilation of the first two games without any updates at all.
As such, Evoland 2 owners who were given the Legendary Edition with this are effectively getting Evoland 1 for free, while those who own both games are going to only benefit from the +1 to library and potential trading cards.

It could be related to the original games no longer being purchasable- however, they were still showing up in the store at the time of your post, and since you owned both games, a change of [1] would still be expected regardless. I don't really pay any mind to the Steam metagame, so I don't have any real insights as to why abnormalities might occur.

They already had a collector's bundle that included both games and a soundtrack, so it is a bit unusual. That said, their main intention was in releasing to consoles [though it's a bit uncertain as to why they bundled the games as part of that process] so the PC release of the Legendary Edition seems to have been an afterthought.
While they were still up on the store following Azrael's comment 2 hours ago, both base games and their bundle seem to no longer be purchasable through the store. So we can assume that the publisher felt this approach was the best way to market the games moving forward, regardless of platform.
As far as the rest, Evoland was $9.99, Evoland 2 was $19.99, and Evoland Legendary Edition is $19.99. Owners of the first game who are newly purchasing Evoland 2 will be paying the same price, while existing users (as well as anyone new to the series) end up getting [the now free with Evoland 2] first game free. Regardless of how chin-scratching the basis for the change was, it does seem to have been implemented with fairness towards the consumers in mind.

it's just a port of the console version (or a complitation ) no change in the games (or i just don't see any information ? ) .
Well it's a good opportunity to replay this , loved the games (takes tons of screenshots like for south park stick of truth ^^)

Maybe it takes a while. Try open steam and restart it to see if it shows up.

It seems that owners of the deluxe edition of evoland 2 do not get the free upgrade, at least not yet.
More details here https://steamcommunity.com/app/1020470/discussions/0/1779388024840191126/
Basically looks like the devs forgot to add the Legendary appid to the deluxe package, so if you have the deluxe version of evoland 2 be patient and hopefully they fix it soon.

Noticed the game in my library just now.
Store page
"SteamDB lowest recorded price is 14,99€ at -25% on February 7, 2019"
Mine says 75% so I guess its stacked for users who own Evoland 1?
