SteamDB is reporting 10% off for every currency and no changes to base retail price for any region (and a steadily adjusted increase per each currency from +0% to +380% off the lowest currency to the highest, so there's no reason to assume any error with any of the base retail prices), so it seems that it may just be that the OP simply didn't factor in economy-based regional pricing adjustments.

Apologies, I believe I may see what you mean now that you've edited your post. There do seem to be several currencies which list matching prices for both the standard and El Prez versions of the game (though I'm not seeing a currency where the El Prez version is cheaper- assuming it wasn't a glitch that already got fixed, could you provide screenshots? I'm curious if SteamDB isn't accurately reporting what's in the store.)

Thinking it over, it seems as though there should also be the possibility that the price glitch is actually a disfavorable one- that is to say, that the retail price of the base game is inflated more than it should be, rather than the retail price of the El Prez edition being reduced. Well, regardless of which way the issue is directed, there's definitely some sort of hiccup there; Apologies again for misunderstanding you at the start.
I'm especially curious as to why SteamDB is reporting the El Prez price for the base game, rather than the higher pricing you've screenshotted. [Perhaps it's only able to pull top-page (ie, cheapest) pricing, much like SG does on occasion?]
As is, I guess I can't really rely on SteamDB's price reports on these matters. :S

Before any of you start say that I didn't understand the regional pricing etc, as you can see, the Standard one cost me around Rp300.000 or $20 in US, and El Prez Edition cost me Rp208.000 or $14 and the price is lower than the Standard one. It's a steal? Yes it is! If you compare those on another Region, the price is normal like @Syfied800 said that both of them cost $45
Like those Metro Exodus thing that happened on our region too, the Deluxe one cost around $30 (cheaper than the Standard one) and go up suddenly to $60 all of sudden

Got a price glitch for Tropico 6 El Prez Edition, it's only $14 in Indonesia and the Standard one is $20, and $12 - 20 around some countries too (mostly Asia and some Europe country)
NOTE: It's the same happened to Metro Exodus few months ago, the standard one cost around $47 and the Gold one cost around $30. After a few weeks, the Gold one changes to $67 all of sudden
