I'm not saying you're wrong about the 12th, (because you very probably are right), but the fact is we just can't know for sure. What you're offering is (quite convincing) evidence, but it's not 'proof'.

Or, more possible, someone finally found out that summer sale Codemaster games were accidentally on sale and were quickly took down...
You know, like that -80something% sale on Test Drive Unlimited 2 or Terraria during last Summer Sale.
Like I said earlier, Valve barely can make make one big thingie (read 'barely' as not-without-problems), and now they have Pyro thingie, they need to prepare to release L4D2 DLC for consoles (with little goodies for PC, but that's more like accident, since we had that DLC for over a year, and only those easier-way-to-choose-your-mutation and apparently some other mini-thingies might interest PC gamers), and there is this whole Summer Sale that everyone hopes for (Valve especially, they already see all those $ they will get...). So accidents like releasing one publisher games on sale earlier can happen.

They were on sale for a couple days and I'm sure they need to enter an start/end date. I'm also sure they would have noticed it within the day. There was either miscommunications with those previous games as Terraria was not supposed to be 75%, but 50%.

There's no info about them in news, and they didn't end when usual sales end. It's possible they were set to start along rest of summer sale, but then sale date changed, but someone forget to change it for this one publisher.
But that's just guessing. As for noticing those kind of bugs - since every Steam worker have everything on steam they don't have to check store as long as someone won't write "steam store page doesn't work, can't give you money" emails, so how would they notice :P

There was no information of Portal being free the 2nd time around anywhere on Steam. What's your point? The date did start on a Tuesday or something.. I don't remember so I'm not inclined to believe it was pushed back.
