Typing of the Dead Overkill is also not available in germany, so I guess there will be a DE-pack for the second tier two.
EDIT: Also a Question. There have been Humble Bundles with special versions for germans before. If someone from the US buys you a gift URL (UNCUT at the time of bying) and you tie this to your "german" humble bundle account, will this gift url get transformed to a "german" bundle?

You can even buy it yourself if they didn't change that yet. After purchase you can set your region at the bottom of the key page, change it and you are good to go. But with a game missing you might need to use a proxy the HB webpage. Can't say anything since the hundle is not out yet.

Technically, it does. The button they use redeem automatically keys for the games. That means that they show on the steam database as keys because, well, they are.

(otherwise it wouldn't show up). Germany gets low violence version of Tier 1.
(From Bundle sites afaik Humble Bundle is only one that has previously had region specific keys.)
So it could be HB, but also be steam store bundle, as it uses new billingtype 10 ("Steam Store + Retail Key"),
so this can't be used to determine.
It certainly looks like bundle with Tier 1 having older / more common stuff and Tier 2 newer.
