I do believe what he did was he created a giveback giveaway. He won games from sg and wants to turn back the favor.

I do believe that you are a bad CSI and like to be naive. I checked his profile - he won Pirates Deck 3 days ago, he hasn't activated it on his steam account, instead he is regifting it currently. He is breaking 2 rules - not activing a won game on his steam account and regifting won games.
