Using VPN ON Steam, for buying or activating a game ON Steam is against their TOS. Buying a key via VPN on nuuvem or elsewhere doesn't risk you to get your account banned.
And no, it's not region locked, as mention here or on reddit by a ton of people, the keys are ROW.

Pretty much what Air73 said, do not mistake the message they put on the store with a region lock on the keys, they only say the deal is exclusive to south american customers, when a game has a region lock and cant be played outside brasil or south america they use a different message as you can see here http://www.nuuvem.com.br/produto/2515-emergency-5-deluxe-edition (REGION LOCKED: Esse jogo não pode ser jogado fora do Brasil.) which means "This game cant be played outside of Brasil"

I just bought it. At first I got the 404 error, to fix it I logged in to Nuuveem without Hola being on, then turned on Hola Unblocker and added the bundle to my cart and paid for it with paypal.

I'd say the deal will last a day or two, but last time the deal ended because they ran out of keys. That was around 10-15 hours. So, if you are interested, better hurry. You can't buy it from the US, but you can use Hola unblocker. The keys are region free.
I bought it last time and decided with my brother to start with the one with worst reviews (LEGO Batman 1). Took us 43 hours to complete the game. Now I don't know if I have the strength to play the rest just from thinking how long it would take us.

Paypal converts for you. When nuveem redirects to paypal, paypal will give you the currency conversion.
