So with the recent hassle of the bundles causing a rework of how the system will go, I figured rather than doing away with the whole thing together is merely to create two very simple groups.

  1. Contributors (Open)
This group would be for anyone that has submitted a game, contributing to the site. Regardless of how, as long as they have. Including things like bundles or other sources.
Acts similar to the 'Contributor Yes | No' since only those who have added to the site can access such giveaways.

  2. Contributors (Restricted)
The group that takes out games that have been or are in bundles or such in terms of contribution. Those with such, wouldn't be able to enter and those who already had gifted games before the start of the bundle dates would be unaffected. A restriction of let's say 75% of the games gifted have to be non-bundles as well if they have multiple games, could also be implemented.

IE: Amnesia would be a blacklisted game and wouldn't qualify.

This would give people the option to gift to simply those who have contributed and the option to gift only to those who haven't gifted games in bundles or the like. Rather than having to fight over what is fair in terms of contributor value.

I suppose if this was mixed in with the entry values like we currently see it would give that much more options of who is eligible.

A person who is eligible for both could see both giveaway groups and would be able to create giveaways for either or both.
But the one's in the OPEN group but don't qualify for the Restricted, wouldn't be able to see giveaways submitted only to that group.

Course this is just me brainstorming, not sure how good or bad the idea is as a whole.

Hey! How about we make a few more groups...
People who have gifted games on sale and People who have gifted games not on sale.
People who have gifted games that are green and People who have gifted games that are blue.
People who gift games that have more than 4 vowels in their titles and People who gift games without 4 vowels.

I would refer you to this thread then: http://www.steamgifts.com/forum/2amtk/how-were-planning-to-fix-bundle-keys-and-contributor-values-option-2

Seems to be exactly what you are looking for.

We can't. People who exclusively gift the Void, Braid and Skyrim would complain its unfair that they're being excluded from all the vowely giveaways.

... besides Fortix, what game on Steam hasn't been on sale? Seems too flawed to have a group where people gift games not on sale

Group 1 sounds OK to me, just you did contribute or you didn't. Simple and probably effective enough to allow contributors to have giveaways made for them as thank yous without worrying about how much they gave or exactly what they gave. As for Group 2, I have the same issue as with the proposed Option 1 solution -- it doesn't distinguish between bundle key giveaways and giveaways of tradable gifts that happen to be in bundles. As I understand it, they're only trying to find a solution for one of these (the first), so I think whatever solution is used should not adversely affect people who did the other (the second).
