Why so many "The Ship - Complete packs"?

Either they're being given away for free somewhere, or a lot of people suddenly decided to get rid or their extra copies.

well i thinked it was from a bundle, so i didin't gived my extra copy, but now i think i will, i will just wait some more, too many right now

Indie Royale gets you 1 copy + 2 giftable keys. Against the rules if they are keys.
But it seems they are giftable copies even though their site says 'keys' :O.

Not keys, but physical gift copies on steam

It's from an Indie Gala. Each key came with 2 guest keys. Each one those then gave the activator 2 giftable copies. So in 1 person buys the bundle, total of 6 games available to giveaway and 1 for the purchaser.

What I don't get: these should be against the rules to give out these even if they are gift-able. Did this change or is there an exception for this?

My copy for example is not from bundle. Some weeks ago I trade TF2 metal to get The ship and make giveaway here. I dont like the games that contain the bundle and not buy it. I am giving it in the worst moment.... :S
