Really, I think we should respect the fact that they're doing this for us. They're offering tons of games to us for next to nothing, and in the case of Humble Bundles (not sure about IndieRoyales) about a third or more is going to charity. Really, they're doing us a great service, and people need to stop abusing that.

Simple: you should only give these games if you did not play them, nor plans to play them. If you do want to play and give, buy it twice :) If you are a cheap bastard, buy it twice paying half the value that you were planning (I know that Indie Royale does not work like that).

Actually, don't do that. For example, when you use PayPal to pay 2 x $5, the recipient will get less money than if you pay 1 x $10. That's because PayPal takes not only percentage, but also a fixed amount per each and every transaction.

In the e-mail he probably means keys to your personal key page (e. g. http://www.indieroyale.com/bundle/key/XXXXXXXXXXXX), thus using the word "sharing". If you share the URL of your key page, everybody can download the DRM-free games. But you can't share a Steam key, since it's useless once it's activated. The Indie Royale guys are not against giving a Steam key of a game to a friend. See this tweet.
I think that both the Indie Royale guys and the Humble Bundle guys are not against giving away extra keys, since "extra" means that you either already have the game or you are not going to play it (in both cases only one person plays the bought game).

I specifically stated unused Steam Keys when I emailed support. Looking over it again, I'm not sure why he said sharing. And they are against it because you buy the games as a bundle, for one person. I recently got the Two Tribes Complete Pack and did not receive an extra copy of RUSH, which I had already owned, because the bundle is intended for one person.

The way I see it, is if you have a game already, and you can generate a Steam Key for it, then just don't generate it. No one said you need to used absolutely everything they allow you to, that's only so that you can definitely have a way of accessing whatever it is that you're trying to access. Anyway, why intentionally waste more of their bandwidth, if you know you already don't need it?

Both Desura/IndieGames and Wolfire do not want people handing out extra keys.
Which can be found here.
I can't enforce this but please don't do it.
