The price difference thing has nothing to do with it being ROW or not. He can gift it to whoever has a similar price across the globe, which renders it as a ROW copy as it is not region restricted, but rather price restricted.
For example, if you are from Russia and a game has a similar price to that of Canada, you can't gift him the game because it is Restricted to Russia (or CIS, don't exactly know). However, a person with a ROW region can gift across the globe with the only restriction being the price.

If my regions is 11% more than yours you can't gift it to me, regionlock or not. I believe since they dropped the gifts in inventory they removed the region restriction because of the price diffrence implementation. But it's just my presumtion.
