And when you click on the blue launch button beneath 'You can preload the game now on Uplay.' message, it ask for activation key on uplay launcher.

Do this:
Before pressing the button right click on the webpage, press "inspect", on the right menu, top bar press "toggle device toolbar", which gives you access to the site as a mobile phone from your PC. Once you see the site as mobile proceed to claim your game. For some reason it worked, you could try doing it from your phone too.

Ummm, just loged in on game page in chinesse ubi store and got i. They just asked which version to switch(China) or to stay at my region. I didn't use any vpn either

This finally worked for me. I tried using an VPN for HK region and doing it through desktop browser and it said I got the game but it never showed up in my library. After this cellphone method it appeared in my library. Thx.

I did what Grilex said above and worked perfectly, you need to use another device to access that link.
