Yep, that's correct. I think it currency is worth more than the one receiving the gift is acceptable too. Steam doesn't seem to want to add currency conversion which is irritating. I'm in Canada and am limited to $1 games if I want to gift to my US friends.
The digital gift cards are however set up to function with currency conversion though, not that it helps here on Steamgifts.

So I recently came back to steamgifts (after 2 years) and I want to do giveaways again. But the new Steam rules has gotten me quite confused.
I'm from the Philippines and if I'm not mistaken, I can only gift to those with a 10% price difference?
For example I want to give out Stardew Valley this means I can gift to Ukraine, Argentina, etc? Or am I still limited to gifting to South East Asia only?
Would like anyone's experience ever since Steam changed their policy on gifting. Thanks!
