How are winners decided?

Random selection

It is a very intricate process, generally involving a blindfolded man firing arrows straight up. Names are written on little sticky notes, placed on the floor, then whichever name the arrow hits wins. If the arrow hits the shooter, he wins a trip to the ER.

Okay, but by an administrator on the site? Or by the user giving something away?
