Is steam down for anyone else?
You know when you click on your friends list and it gives you the option to go online, that loads for 30 seconds and then it says, "FRIENDS NETWORK UNREACHABLE
This failure may indicate that your local network is offline or that the Steam Friends servers are currently offline."

For me is working okay, both client and web browser. If it's browser, maybe delete cookies (had that problem when migrated to a new browser and imported cookies and stuff from Firefox, couldn't login to several sites). If it's client, maybe check firewall permissions.
If it's both, I don't know.

For me, my inventory bugs out. If I try to trade it tells me my inventory is unavailable. Sometimes there is a five minute window when everything is working, then the inventory fails to work again. Have also had my share of "Bad Gateway" errors.
Hopefully when the grand prix finishes all these glitches will disappear

Personally lately I've been experiencing issues with the Steam Friend Server, I tried reinstalling steam to check, whether it's from my client or a server issue and tl;dr it's an issue everyone is deadling with, so DON'T uninstall your steam.
I've been getting bad gateway errors, my friend list won't load and market is having troubles loading too, so we're all in this together, hopefully valve will do something about it soon.

Steam has been having quite a lot of issues, especially during big summer and winter sales, over past few years. I don't know exactly why they've been having them, but Valve should get on top of that. Also, the first day of this years' summer sale, the whole store was unavailable for first few hours and after that basically too unstable to be used after that for me. Needless to say that Valve has disappointed greatly.

Usually if you only want to check if Steam is having problems, you can just go with https://steamstat.us , https://downdetector.com/status/steam/map/ or https://outage.report/steam, as suggested in this thread. Note that these urls are already made for Steam but you can check any other website to see if it has problems (especially if they're down only for you or also for everyone else). There are plenty of other similar webs to check a website availability.
If you notice that you've problems on several websites/services and the pages above show they're having problems, then it's useful to go on Twitter to see if people are reporting issues "live". It's usually caused by DNS problems that affect people worldwide or on wide zones.
For example, yesterday all the websites of a national television network went down, you couldn't watch their channels online or view their online video archive. I also noticed that a couple of other websites were acting strange, so I went to twitter and there were a lot of people saying they also had issues related to DNS (unresolved host, domain not found, etc.) so I knew it wasn't a problem with my Internet provider.
Steam is well-known for its outages (especially when a sale starts) but it's not always their fault. Although I would say that 99% of the time they're the ones to blame :P
