Based on what you've stated, you promoted the curator in the thread and then followed up with a giveaway when they're part of the group.

What you could do is have a thread about your group/curator and then have an invite only giveaway on the thread where you link to it. Rather than the promise of a giveaway once you're in the group.

Curators are allowed as a thread in "User Projects". Curators are also allowed in the description of a giveaway.

Your thread about your curator was posted in "Group Recruitment". Here, curators are not allowed.
So, either close your thread in "Group Recruitment" and reopen it in "User Projects" or file a ticket to support to get your thread moved.

This is my understanding of the rules. I can be wrong, tho.

I am not 100% positive, but this is what I believe to be true.

You are allowed to ask people to join the group in the group recruitment section if you will be using the group to give away games on steamgifts. If the group will not be used for giving away games here, you are not allowed to advertise it in the group recruitment section.

You can advertise almost anything you want in giveaway descriptions, as long as it is not illegal or a referral link. This means that you can advertise curators in a giveaway description.

Until recently, you were not allowed to advertise a curator anywhere in the discussions because that is something that you benefit from and is not used for giveaways on this site. Steamgifts does not want users advertising things in the discussions that they personally benefit from.

There is a newer section of the discussion called "User Projects". I don't know if you are allowed to advertise a curator there. Hopefully a support member will be able to give more info about that.

Edit: I just checked and there are a lot of topics in "User Projects" advertising curators and support is not saying anything, so I believe it is allowed there. You can probably just move the group/curator recruitment topic to the user projects section and it should be fine there. You can click the green "open" button on the top right of your topic to edit it.

From what I know, the User Projects section is the only place someone could openly promote their curator's page on this forum.
