Not sure where to look for list of all games, but remember those sales change, those 6 big every day, and those smaller in few hours. So, it might be good to not buy anything as long as it won't appear on main steamstore page.

You can't see them on Steam but there are many websites that track sales, e.g. this one.

I was thinking the same thing. Why do they do this?

If you want to buy games on sale only buy from the flash sale and daily deals.
On the last day buy what you want.
