Do you assume this from the notification that pops up when creating a gift link? If so, then rest assured, you can ignore it: you will get a ROW key.

No, I didn't knew that I can check region restrictions by creating a gift link before, so I just copied the key. And first winner was unable to activate it.

Aaaaaah you probably purchased it from RU/CIS. Then yes, you get a region locked key that can be activated only in RU/CIS (Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Republic of Moldova, Russian Federation, Tajikistan, Turkmenistan, Uzbekistan, Ukraine).
I initially thought you bought it from Europe, I misunderstood the France thing.
