Take a look on the trading forums. A lot of traders list how many keys/tod/refs they want for a game, or offer to buy a game. It's not exactly a fair value, but you can get a good idea for the relative worth of a game. (if the same trader is offering both games for the same amount of keys, it's probably a fair trade)
Note that the consensus price in the trading forum might not be fair (for example, The Witcher 2 generally costs 2 keys on the trading forum, but I can get it for one off-site)

its not that easy because the games are like you say removed that means the market goes empty what means more value for the game. But gives some Basics.
First check if the game was in a Bundle and was it avaiable as a key on many shops.
A bundle means a lot of gamekeys are arround and the most poeple have the game allready (less Buyers) so this Games we count normaly between 3 and 7 csgo Keys.
If it non bundlet and you have a Key its starts mostly from 7 to 10 Csgo keys if you have a gift is it more like 12 to 20.
time is also a big factor i add a t least 1 or 2 csgo Keys every month becaue more time means less copys so it goes from rare to ultimate rare as a example is mafia 1 now something arround 100 to 150 CSGO keys.

becuase they are in demand, same as tf2 keys, csgo keys vary a little bit as you have vanilla keys and specialized keys. but basically, people who cant use credit cards (think kids or foreign countries) can trade items games etc for keys, and use those keys as currency. Steam sells you the key for 2.50, but you can get them from private sales on the market for 2.25, or you can go to third party sites and get them as low as 1.80 if you know where to look.
I got a little sidetracked there, so short answer, people consider them to have value, so they have value in trading.

Another reason being, lets say I get lucky an unbox an unusual birdcage with scorching flames effect, roughly worth 200$. I could list it on the market, and it will probably sit there for ages, and in the end, all I get is steam wallet funds. But by trading it for 90 keys, i can sell those keys to a third party site for paypal, and actually get cash for some pixels.
Or better yet, a golden frypan, worth 1500$ easy, maybe more, I think the highest sale on that item was around 2200$, well past the steam market limit of 500$, to get the full value of it, you have to trade it for something, games lose value, keys do not.
