They're legit but they have poor service and their prices are avaerage-ish for a CD key site.
I've read stories on other forums about people who have bought keys from them and then a few months later their games get deactivated, but people I know who have bought from cjs say they're fine.
Personally I would stay away from them because their reputation isn't all that great + their store rep spam advertises on quite a few forums and hassles people.

OKS support fail just as bad as CJS IMO. I bought a key from them once and it took them a week to send it to me and then it didn't work. I opened a support ticket on their buggy ass support site and it took them 2 weeks to reply to my support ticket and eventually a newbie support member answered it and they said they'd have a higher ranked staff member come take a look. Fast forward 2 and a half months, I still don't have a working key and they only offer me $7.50 store credit for my inconvenience (when I paid $15 for the non-working game key). I said fine I'll take it and another 2 months later they still haven't given me the store credit...

just to let you know; they said they would replace my key over 2 months ago and still haven't, it takes them over a month to reply to my support ticket and all i get is 'we're waiting on the key'. after 2 months i don't think they are.
(the key way for minecraft and minecraft support confirmed that it was due to a them getting paypal to get the money back for the key)

If I were you, I wouldn't give the world my Steam ID along with a confession of having used a VPN to activate a game. But that might just be me.

Although frowned upon, it's not against ToS to activate a key with a VPN. It is however against it to use a VPN to browse the store and buy games at cheaper prices than would normally be available in your country.

You got me curious, so I went through the whole subscriber agreement again.
As it turns out, I couldn't find anything about the region-locked games. While they will require a VPN to buy and activate, buying games that are not from your region or activating them is not in the ToS...
The question is: are cd-key sites authorized digital resellers?
Basically whatever you buy and activate on Steam is yours - that means unless they can invalidate it with another point of the ToS - or per law - they can't remove a game because they feel like it.
Interestingly, they may, but are not obligated to (unless perhaps you sue) provide stand-alone downloads for the games they disabled. Just ctrl+f "2. In the case of a one-time purchase of a product license (e.g., purchase of a single game) from Valve".
Anyway, it would seem the use of a VPN to buy game and activate them is your own responsibility and unless it is the law of Washington State (as per the ToS: "You agree that this Agreement shall be deemed to have been made and executed in the State of Washington, and any dispute arising hereunder shall be resolved in accordance with the law of Washington") they can't do anything if you use a VPN.
But, as I always state last, I'm not a lawyer.

lol, it's still my favorite cod to this date. Had the most content, SP, MP, Full Coop Campaign, Zombies, free DLC. And I just like the time period more than a modern setting. Then every next iteration removed something from the game and started milking us up the wazoo :/

I would not trust any discount CD Key sites. If you really think about it, the entire business model is sketchy. Scans of the CD Key inserts? Where are they getting these masses of games that have "broken media" and "reject packaging"? I'd just feel better paying for a legit copy, or maybe waiting a month or two and checking the sales, or the clearance rack at Target.
