Deus EX: HR Missing Link Question

Do you need to have the base game to play it?
HR and HR:ML appear as different games on Steam which is why I'm asking.
For example, could I send HR:ML to a friend who doesn't own HR and would they be able to play it?

clearly says on the store page that you need the base game to play it.

Yes. I also recommend anyone who hasn't played Missing Link to do so, it explains a few things that HR didn't.
