Are "No Value" games always "No Value"?

Was just wondering, because I wanted to give away "12 is Better Than 6", but didn't know if it'll always be considered "No Value" from now on, since it happened to be free on Humble Bundle once.

If keys have an expiration date, any giveaways made after that point will typically once again provide value.
Otherwise, understandably, just as the free keys don't expire, neither does their list placement.

Otherwise it would be easy to hoard keys until they get back their value.
