Wow that's super low. $6.24 was the lowest Steam price, for Steam Special Edition though.
Obviously bait to trick people into DLC purchases.

The coop is rather fun, but compared to Tropico 4 the overall gameplay is much dumbed down (and Tropico 4 is already basically unchanged from Tropico 3).

While not as good as Tropico 4 (in my opinion), it is definitely worth that price. Factor in the DLC though, some of it is easily ignored, other ones add a fair bit to it.

I would wait until the Complete Pack with all the DLC is on sale again. Gamersgate had it for 5.10 just a few weeks ago.
