Star Citizen and Project Cars are the most impressive, imo. Also i've been surprised by Final Fantasy XV with the recent footage.

This is always a difficult question to answer. Everyone has a different view on what's best graphic. For someone it is the game that looks most realistic, for another it is the most unique art direction. Usually it is a little bit of both.

Hard to say what is best looking game on PC right now. But I think that heavily modded (and there are hundreds of visual mods) Skyrim would still rank pretty high.

But mostly, it all depends on what you consider good graphics. I'm currently playing Portal 2, and I believe the graphics are the best I've seen in a while.

I guess it would depend on what art style you prefer (since I don't personally care for realistic graphics) but games like Valiant Hearts, Transistor, Tri, and The Banner Saga appeal to me. I can't really narrow it down since there are plenty of games with similar art styles to these but they are my personal favorites.

Out of the games that I've played, I'd say Tomb Raider has the best graphics I've seen on the PC. But that was over a year ago. It still looks better than many games that were launched later(ex:Aliens Colonial Marines, Borderlands The Pre-Sequel, Shadow Warrior, Wolfenstein The New Order, Sleeping Dogs, Assassin's Creed 4 Black Flag, Assassin's Creed Unity), but it has most certainly been surpassed by other games such as Middle Earth Shadow of Mordor, Ryse Son of Rome, Watch Dogs or Far Cry 4(although many say it looks about the same as the previous game). I can't tell you for sure which one is it, as I don't own these games, given that my computer can't run them and there's a limit to what you can learn about a game's graphical quality from YouTube videos.
