I use GifCam. The program opens up a transparent screen and you place it over what you want to record and turn into a gif. You can edit out frames, change Frames Per Second, screen filters, and more.

I have only created Gifs using the free program Gimp, but it was many years ago. When I used Gimp I also had to download an add on called Gimp Gap, but I don't know if that is needed with the newer versions of Gimp.
