Up to you. I don't trust many smaller retailers either, but Simply Games are legit. I've bought from them 3 times now and have never had an issue.

When activating it just said "DMC Devil May Cry Retail", so I'm pretty sure it's region-free. Also, the Russian site madness has posted in this thread also lists it as region-free (and Googling "DMC region lock steam" yields no results), so I don't think there are any region-locked Steam keys for this game at all. Correct me if I'm wrong.

Devil May Cry DMC has no region lock I'm aware of, so it will have all listed on the Steam page.

Just to let you know - it seems to be a limited time deal and I've seen them run out of stock pretty quickly in the past, so I'm not sure it'll still be up then. Not to say it won't be sold anywhere else at a similar price in a month's time though :)

As far as I know, yes, it is worldwide.

Nope. I used my Borderlinx address which is totally different than my PP address, and it worked just fine.

Russian keys are the exact same thing as the one you bought, you cannot tell any difference whatsoever. The is only 3 regions for this game: ROW,JP,DE.

If one has the patience to navigate through plati.ru and the payment system with Google Translate, one can save some coins!
