CS:GO's Comp Timout System

So yesterday I was playing a comp and my game crashed which counted towards the timeout where I couldn't play comps and 10 minutes later the internet 'randomly' went down for 2 minutes as I was playing another comp.So my question is,should they change/remove the timeout system?

There is good reason why there is cool down ;)
