The negative feedback is in the form of punishments on some private GA's not being able to be entered due to SGTools rules checkers.
Plus users will actively boycott said users GA's in the future when that user is caught one too many times.

Pretty much just you not getting banned after winning a game and that game not being on your Steam account (you'll get banned if you mark it as 'Received' and it's not activated on Steam).

Hmm.. strange. Maybe there was a reason for a reroll, but usually such reason is connected with suspension (f.e. not activated gift, multiple wins etc). But i dont know your win details. For example you could won a GA for a group which you are not a member (but was when entering)? Or you had more then 50% of GA already or he has proof that can not contact you or sent email or something. I am curious what happened. You can also try ask if you are curious (GA creator or support) :)

Generally speaking giveaway creators can only reroll if the winner did something bad, refuses to accept their price or already owns part of a collection.
Since you don't have any not activated or multiple wins was the giveaway in question a collection / bundle or base game + DLC?

So the reroll was first granted and now reverted back to you, the original winner?
Well that's an interesting, unclear case. First time I've heard that happen.
But normally when you mark something not received and the creator doesn't have a valid reason to reroll the "Not received" will stick.

The point of "Not Receivedd" is to protect you from being suspended for not activating a game on Steam, and also so the giveaway creator doesn't get credit for a game they never actually sent.
If the giveaway was re-rolled, however, there's likely some other circumstance (already owned part of the package, for example) that allowed the giveaway creator to re-roll the giveaway rather than get the Not Received. That's between the creator and support staff, though, and neither are under any obligation to explain to you.

With just one not received, they usually don't do much but if the mods see like 3-4 regular not recieveds and the creator of the giveaway is not faithfully trying their best to provide the key, they can suspend the person. Mark it correctly to make sure you yourself do not get into trouble. Looking at the giveaway, they have not been suspended as far as I can see so it maybe a case of miscommunication over this giveaway.
