Mostly since a few people will spam giveaways for a few weeks to join good groups, and then stagnate. Had a few applications in the past that messed up their ratio completely in the 8 weeks.

I've notified everyone else through comment on SteamGifts, Steam profile or through chat, so I don't see how I forgot to leave a message for you. Or do you mean it just happening instantly? There have been cases of that where users have been far enough past the 1.25 boot requirement that I've booted them without a save period.

i am willing to be a guest gifter, but i do have some terms with that,
first and most important, i wont join any giveaway made by this group until you say it is ok(i'd like you to remember to check here and there on my sent/won in group only GA's to determine that, ofc i'll remind you if you want me to, i wont join any GA's before i get your ok though).
i won't be making group exclusive giveaways, i'll add other groups aswell into the equation, however they are not large groups, at most 100 members per group with 5 groups more or less.
most if not all of my GA's will be bundled stuff as i unsubscribed from humble monthly(for now, however if they make a decent deal i'll purchase and give it here).
that's it pretty much i think, let me know if you're okay with those terms, if so i'll join and send those gibs soon enough.

Without another 800 giveaways to get to the right ratio, you wouldn't be allowed to enter anything intended for the CL group. :P
Shared giveaways are fine, many group members do them. Bundles are fine as well.
Group membership would be in and out for your giveaways. Some guest gifters did get to stick around longer, but in all those cases, they were also not far off the mark for entry, so made some until they hit requirements. You are obviously a long way from that so membership would only be for creation.

also, i'd like to do the counting via CV instead of pure win/send ratio, many of my games were unbundled stuff, and i do not claim bundles i buy, basically i buy bundle x that contains games 1-10, give games 1-10 and try to win them on steamgifts, i don't claim games i buy, but instead give them and try to win those games, hence the big difference.

Both are taken into consideration, but ratio was from the start of the group. You can't be a loser with many times more wins than gifts.

Does the description imply that if you join as a guest gifter and you make enough gifts you can become a member? Don't kill me I'm just asking, I have good ratios but i'm still lvl 4 so I wanted to know how it works

Not a mod, but as far as I know you can become a "full" member as soon as you meet all the requirements asked for in the OP.

Made for users who gift far more games than they win, this group was put together so we can gift to a like minded group of maniacs and addicts.
Here are the rules now being used for this group.
If you believe you meet these requirements, you can use this tool to confirm (Thanks to Knsys for putting together this tool, Charitable Losers thank him for the work)
If you meet the requirements, post in the thread and one of the group admins will confirm before sending you an invite.
Be aware that mass giveaways over a short period of time to meet group requirements will generally require a wait period of 8 weeks after the boost before they can receive an invite.
For site members that don't meet the requirements to join the group but still wish to gift within it, we have the position of Guest Gifter. These people will get a temporary invite, purely for making a giveaway or two then escaping before they make too many and get a permanent spot in the group and a hole in their wallet.
I obviously won't trust just anyone asking to do this. If you want to though, get in contact with me.
