Never trade with someone you do not trust, even if they go first. They can always chargeback or revoke even if it's all in the window.

Yup, pretty much. Unless the other guy has a boatload of actual rep (not just on profile) and you're keeping the transaction small (under $5, people are unlikely to Paypal scam for a $1 bundle key).
Otherwise, just do all your trades in the trade window (Steam Gifts for TF2 Keys, etc) or trade at your own risk!

Valve will give you back your items if the trade was fraudulent and done in the trade window.
Example: You give a scammer 5 TF2 keys for a Steam Gift, Valve finds out he bought that game with a stolen credit card. They take the game back from you and give you back your 5 TF2 Keys.

I wouldn't do it.. Never saw the reported tag but if Steam Support put that tag on him, it had to have been something serious... And if he really does a chargeback you or Steam can do nothing about it, since it was traded outside the Steam system.

offers Paypal money for all gifts and keys.But seler must go first.He also offered the same to people in my friendlist.
He is not familiar with TF2 keys as a currency and he misleading it with product keys because the word "key".
He has not steam market ban but steam trading window shows alert that he has been reported by community for fraudulent trades and recommend further trades with caution.
Has anyone encountered this guy or been scammed?your thoughts?
