Borderlands 2 wont Install (Expert Wanted)

Howdy
I recently traded for a gift of Borderlands 2, sometime a week ago. It was downlaoding till 70 MB, till I put it down the queue and put it up again in the Download Manager, now, when I attempt to download the game, it dosent go up the queue and dosent download.
For some reason, when I rapidly click the download button it goes up the queue but then immediately down. I'd like to have a fix of this if anyone knows.

*I verified the game integrity = Didnt Work

*Ran as administrator - Didnt work

*Deleted Content and Installed again = Didnt Work.

Also, when I install it, it shows no "Space Disk Required" and once I start installing it I get "Invalid Depot Config" error and it dosent proceed installation.
I contacted support and theres no reply still, so now, Diva asks you.

Google'd the results, try:

  1. Open the start menu
  2. Run (If you have vista/win7/win8 type in run in the search bar and click on "Run")
  3. Type in "steam://flushconfig"

It says that my entire Steam will restart, well that refresh my entire account and game data? :P

I think restart means exiting the program and re executing it.
I'm not too sure though, usually game data is kept in the documents folder and i do not think steam will touch those.
