I have preordered the game but I did not receive the promotion items in TF2 and DOTA 2 as I do to get them?

You only get the items if you preorder from the steam store.

This goes for any pre-order, not just AMD/Promo stuff.

If you use a key you got elsewhere, you won't get the Steam pre-order bonuses. If there are bonuses, they would come from wherever you bought the game.
