Also check if they don't already have it. I have a second re-roll ticket running right now for a DLC, because the first AND the second winner already had it.... And I'm sure some people even had to do more re-rolls.

Just wondering. Is this in reference to your two awaiting feedback giveaways for CoH 2 - The Western Front Armies? If so, note that neither require the base game to play, and aren't considered DLCs, but standalones.

Same for Dawn of War II: Retribution – The Last Stand which is a standalone game.

Nothing else jumps out at me on the first two pages.

Not implying that you've not considered this, but if you've been checking via SGTools, note that a lot of DLC's won't show as activated, particularly if they were won as part of a package (e.g a Complete Edition, which may include 1 game, 6 DLCs; such as Cities in Motion Collection), because the steam API doesn't give information for most DLCs.

Even if you do own a particular DLC, and are 100% certain you do, because the API doesn't report owned DLCs, steamgifts as a website won't know to hide those giveaways. I can (or rather, could, hidden) see the 400 Days DLC for The Walking Dead for instance, yet am positive I own it. Same way that it won't report correctly to sgtools, they're not flagged on the system as "owned".

If referring to Batman: Arkham Origins - Online Supply Drop 1 for instance, you'll probably find that SGTools reports that not one of the winners actually "activated" it, when they almost certainly did.

If you check yourself for instance, it reports 2 non-activated DLC for Serious Sam. Which you'd have won from your [Serious Sam Complete Pack] win last year, the key would have given you Serious Sam 1, 2 and the relevant DLCs, so it wouldn't have been possible not to activate them.

Same for if you check my page, it reports non-activated for Cities in Motion DLC's which was won as a Collection Package, so impossible to not activate the DLCs. Same for The Binding of Isaac DLC, which was won as part of a Collection key, and impossible not to activate.

Only exception would be if something was activated, then later completely removed from your library, such as a key being revoked.

So I checked my DLCs from Serious Sam 3 and they don't appear on my steam profile as well, who knows, maybe this is how it works with his unactivated DLCs, but that still doesn't explain 2 DLCs for games he doesn't own and they are not standalone. I guess it is up to support now or I might try to check him after he accepts my friend invitation, I\ll try to buy him a DLC as gift, it will show if he owns it or not. I'm curious :P

You cannot really. DLCs are reported in a very wonky way. Some show up as normal separate products, like XCOM Enemy Within, some aren't even visible in the client, you just have them. The only way to tell is to check your active licenses, but you cannot check it for others.

Add them as a friend on Steam, pretend you are trying to buy the DLC for them as a gift. It will tell if they already own it.

Visit their Steam profile and check their games. If the profile is private, ask SG support to do it. You can use SGTools, but it sometimes misses things, like Therianmysti pointed out. That's the best you can do, although you still can't be 100% sure.

Yep I can confirm if you're looking from sgtools they can be false , example I have 14 DLCs under "DLCs Wins that appears as not activated" even tho I activated every single one of them. =/
