I haven't played EU4 for a while, but it used to be playable just fine without the DLC's. The major changes they do are usually included in the free patch that comes with the release of new DLC. That said though, some DLC adds quite a bit to the game, and there's a lot of DLC's available right now.

Again free coupon for new accounts. It starts to be funny as it will tempt some to make second account = more mass banning = worse and worse reputation in community. It is like sado-maso person managing HumbleBundle... They like to shot in their fits.
And I saying it even if i liked (and even still like but less) HB.

And about this bundle. Have almost everything. would only like Imperator: Rome, but not for this price... Also have not Necropolis but not interested in that game.

Indeed. They should be offering a big discount to people who buy tier 3, rather than a free month for just newbies. It might encourage new subscribers while at the same time, keeping everyone happy. But no, they like shooting themselves in the foot, and punishing users who take advantage. (Not that I ever have. I have one account and that's it.)

without DLCs it is pointless to purchase any paradox bundle. I played Imperator Rome, i was probably first or one of the first on Earth who got world domination in that game (it was bugged first, so hard to decide who was first, needed to wait for patch, not like it was hard, map painting game, easier than on EU4), i have Stellaris with all DLC, EU4 with all DLC, and i can say that without DLCs sooo many content locked out. The positive, if you have a friend, he has DLC then on multiplayer if your friend is the host you can play an MP game with him while experiencing all DLC content.

Some DLC content, as you won't get cosmetic DLCs.
There aren't exactly many Paradox-made games where you can get achievements in multiplayer. Warlock is only published by them, and the MP cannot even be called playable.

Warlock - Master of the Arcane

The bundle offers the complete edition. Mind, this is the only edition for the game presently on Steam, and all previous AppIDs appear to have been updated with the dlcs; However, being a Paradox game in a Paradox bundle, it might mislead initial impressions if the fact that it's a complete edition isn't explicitly stated. I'll leave it to your judgement. :)

..Now if only they'd bundle those damn Warlock 2 dlcs.. -.-;

I recommend Battletech if you love table top games and the type of lore that comes with Battletech. Otherwise, wait for it to go on sale with DLC (IIRC Humble Monthly included 1 actual DLC with the base game).

I already have what I want from Tier 1 and I already have Battletech & Tyranny. I'm not interested in all the other games listed. So this is an easy pass for me.

I don't know, as I haven't played any W40K personally on tabletop or PC. I've played Battletech a few times on tabletop and 100+ hours on PC. Its plausible that Sanctus Reach could be better.

It's funny because https://steamdb.info/sub/38800/apps/ has that DLC, but not Victoria 1, whereas the included sub https://steamdb.info/sub/71312/ has Victoria 1 yet not the Cavalry DLC.

And https://steamdb.info/sub/29109/apps/ or https://steamdb.info/sub/71312/apps/ has neither. But the store bundle has both.

And as cherry on top, there's another "Old Victoria" DLC that is very rare and nowadays unavailable – https://steamdb.info/app/42967/subs/

Sure, these are all base games. I think the best use of this bundle is to try out games with friends who are really, really into these games so you can at least have the base to join them and play off their DLCs. Otherwise it's $1USD to try a few of the games in the genre to see if you'd even like them.
