Can't do that in a public giveaway. Allowed in a private/group giveaway only if pre-approved by support.

I think you've got the rules a little mixed up.

You can do that in a public giveaway only if you have permission from a SG staff member.

You can do it in a private giveaway and I think also a group giveaway without the permission of a SG staff member.

I'm not sure there are any circumstances under which you can have special rules in a public giveaway...?

People have had their special rules approved by staff and allowed in their public giveaway.

Really? As I understood it (and as is laid out in the FAQ) public giveaways can't have any special rules.

Perhaps the FAQ page needs updating?

nope, you do.
"Extraneous/special rules for giveaways require moderator approval. Public giveaways cannot have any special rules."

well the faq are kinda old and they keep saying they're working on updating them (:emoticon shrug that I forgot how to type or possibly doesn't exist:)

and given the reason for that rule(basically it sounds like they just don't have the time to be rerolling every random givaway(and public ones get so many entries probably rerolling again, and didn't want to be pestered with requests) because somebody made up a rule) I can see one of the mods maybe bending it if they know they'll have the time to roll for you

No it is not. But they gifter is allowed to verify if you not already own the game.
