I've added and even installed and launched the free to play base game, and when I try to add the DLC codes I get a message telling me to activate the original game first

Weird I have Heavy Metal Machines in my Steam library already but without any DLC. I got that Steam key that was supposedly DLC and put it in, but Steam said I already own it. And I still don't see any DLC listed for the game in my library. Anyone know about this?
