I think Cult has decreed that only gift URLs are to be given away.

No Steam keys for parts of the bundle.

As an alternative you could just give the bundles away without sg.

Soon! Cult did make a new rule that only the unused URL can be gifted. This will be enforced.

While the bundle was awesome I thought they would've added at least one more once they broke 1,000,000

cg still needs to add the Bundle to the sync list because you just know that some people will still enter it regardless of them having it once they realise they can.

I'd rather they don't allow Humble Indie bundles to be put up until they've aged enough to become scarce.

Sorry if I'm being ignorant, but why didn't people just buy the bundle when it was available? Even if you don't have a credit card for whatever reason, doesn't take much to go to just about any store and pick up a prepaid credit card...
