If you're able to participate in a GA you have the exact same chance of winning as everybody else. Levels only let you access more exclusive giveaways.
The thing is every GA that is open to Lvl 0 will normally have 1000+ entries so with 1200 entries and 0 wins you're only slightly unlucky so far.

it's all about chance ... you've won 12 games, had you not won any you'd be at -16. The chance of any user on SG being at -16 is fairly high (there are a lot of users), but the chance of a user with 0 wins being at -16 is quite low.

It's just a matter of luck, over time you'll see your luck or lack of it in the stats, and it's not a drama to be overall unlucky and won 20 less gifts than estimated

It took me 6 months till my first win... and the user didn't send the game :(
Then a couple months later I won again and received my first game. From then on, everything went pretty smooth. Especially as I started giving games and the site became more popular with more giveaways.
Everything is random and based on probability. There are over 1 million registered users on this site. I'm sure most of those account are inactive, but if you look at the stats, you will see that 85% of the accounts here are level 0. If you make a single giveaway (for a game that was not free) you will be level 1 and have substantially better odds. Another 10% of the users are level 1, that means if you create a few giveaways and get to level 2, you will be able to enter giveaways that 95% of the registered users cannot. I don't know how many active users there are, I would guess around 250 thousand, so it would not be 95% of the active users, but still much better odds. After level 4 or 5, your chances of winning do not increase substantially because you may have a better chance of winning an individual giveaway, but there are a lot less giveaways at higher levels.
Out of the 1 million registered users only 150 thousand are level 1 or higher and less than 50 thousand are level 2 or higher.
PS: If anyone has an account on Alexa or a similar site, I would be curious to know how many unique visitors steamgifts gets each day.

If done properly, the jump maneuver will not require a yellow flag, but it is not an easy task. Many have tried, but few have succeeded. If you carry too much speed you may over shoot your turn or if you bump incorrectly you may lose control in the air.
1- Decent pass
2- Too late and too much speed, lost control hitting the wall and overshot turn
3- Attempting to use the jump maneuver to overtake 3 vehicles at once has been deemed too dangerous and is now an illegal maneuver. No additional points are awarded for the barrel roll (shown in the rear view), but it is good entertainment for the fans.

I was the 7 time world champion in the 90s, but after they banned the jump maneuver I found the sport boring and had to retire. I am now a fighter pilot in a secret elite squadron where my racing skills have helped me move to the top, but I am not allowed to talk about that.

Not sure the odds of the giveaways you entered, but it's extremely hard to win any with 1/300 odd, and you need to be very lucky to win any with 1/500 odd. For low level users, entering invite only giveaways or strict region restricted carries the best chance of winning since the number of participants is significantly lower.
