Good price. Would Steam let me activate it considering the game isn't available to me on Steam?

(I probably won't buy it anyway, because I haven't played Arkham Asylum yet, but I'm curious.)

It depends. Is your country supported by GfWL? If it isn't, then even if you could activate it on Steam you wouldn't be able to play it due to the extra DRM.

But if that's not the case, then you should check with someone who bought and activated it to find out the subscription attached to the key, and then check in cdr websites for this sort of information.
