I do have a couple of questions... just to clear things out a bit.
Are people who create giveaway obliged to check the account of the receiver/winner after 7 days? If so, then what to do when/if the said profile is set to private/friends only?
Are all/any members allowed to report winners who don't have the game in the library after 7 days or is the creator of the giveaway the only person who can report such actions?
What are the punishments in each case a) game not activated by still in the winners inventory; b) game not activated and not appearing in their inventory (if it is public) thus it has been traded/gifted (which is suspension, which is ban, etc.)
Hope these questions don't bother you, I'm just trying to make things clear for myself and all members of SG.

That's one of the issues we face with private profiles, but as we've said before, we will never force members to keep their profiles public. We're hoping to reach a compromise in later updates of the site.
Of course. If anyone notices any wrongdoing, they may report the activity immediately to our private Support forum. We'll handle it from there. I don't want to create an atmosphere of paranoia, though.
Punishments range from timed suspensions to permanent bans, depending on the infraction. If a game has indeed been traded away or activated on another account, this is when the user account begins to slide into the damn near permanent ban spectrum.

Oh, joy, the name, pure example of lack of inspiration and bad day at work. I was just checking out the site when I signed up, didn't know I'd actually stay around for more than a few minutes... but I have... now it seems I'm stuck with it. :D

Potentially dumb question here.
The first giveaway I won on here I couldn't redeem. I got the email immediately, so I went and checked the Received button (I was new here then). I then clicked the email link... wouldn't redeem; just brought me to a blank inventory and sat there. So I contacted Steam support, went back and forth with them for 2 months, and they did nothing. I never changed it to Not Received because I believe the gifter honestly sent it, and the problem is on Steam's end. I haven't the slightest idea what to do about it, and obviously it's not redeemed on my account.
Will I be slammed for not redeeming it...? I don't want to lose my account here. :/

I just thought of something, maybe steamgifts can make a change in their system "requires some coding" that it auto-syncs account of the winner when winner chooses "Yes" for "Recieved Gift?" field and checks if he really has the game in list. Otherwise winner can't pick "Yes" and gift sender can be aware of the problem.

But the chance of the game being given to someone who is going to retrade it is minimal anyway. Yes, retraders could enter contests but it would cost them points to do so--so it's just not economical.

Seems pretty economical to me, if you were trying to make a profit. I agree with the earlier suggestion of forcing users to resync after winning a prize, and verifying the prize is activated on their account.

At first, if the gift is sent via e-mail, how can it happen to move into the winner's inventory? As much as I remember (it was a long time ago), if you got a game gift through e-mail, you can only accept it to add to your library (not to your pocket), also gift is e-mail bounded (either your account or no one else can use it), so you cannot share the link to someone else. But I may be wrong, tell me more about it. It'll be more than useful for my currently running big giveaway.
And another thing. How to prove the innocence of the person who giveaway games? It's like you never sent it (or even never had it in the first place), but then you may claim, that the winner didn't activate it or sent it to someone else or whatever. Why, you may ask? Lets say in personal hate purpose or just due to bad behaviour.
P.S. And of course the method to be sure it's been or been not activated by the winner. Maybe the most tough aspect of it all.

It wasn't possible indeed long time ago. Currently when you click the link in the mailbox Steam asks what to do with the gift. It allows either add the game to the library or to the inventory. So it's of course possible (otherwise the issue won't be present first of all). If Steam account mail is the same as the one gift is sent to then you even don't need to click the link - Steam alerts you with a popup message.

I like to keep my profile to friends only. Still, switching to public for the sync lets SG know what I installed in my library, and I'd be definitely more than happy to friend my benefactor, or even switch again to public so they could verify my good intentions - should I win anything, that is :) Where there's a will, there's a way...
Kudos for the change, btw. Seems the right thing to do.

You can actually view anyones profile by directing following the url path to the inventory, even if their profile is private.

It's been brought to our attention that the language used to describe this process hasn't been very clear. While the language in the FAQ has been updated to reflect a better understanding of the policy, this has always been the policy we've enforced. Previously, it was only listed in full when creating a giveaway. I want to update you all on the change and answer any possible questions.
We've always taken reports of members not activating their gift on their account seriously. After 7 days, please report the winner of your giveaway if they have not activated the game on their account. This behavior could lead to a suspension if it's discovered the user no longer has the gift in their possession.
I'd like to thank everyone for coming forward expressing their thoughts and opinions on the matter. We appreciate any feedback and suggestions. We understand that SteamGifts is a rapidly evolving community and, from time to time, we may have to sort the language out to better suit needs of everyone.
