I thought that if the games were removed, the cards could no longer be bought/sold. Oddly, I think that booster packs still become available -- it's just that you can't sell or buy the cards.

Right, that's my understanding of how it works.
Granted, I suppose someone could always try to work around that by trading other cards WITH "value" (for sale) for the card that can't be sold.

It varies. I've seen games that do not allow selling on the Market, and some that do. For example, Marvel Heroes Omega cards are still on there, or were last I checked, well after the game was shut down.

MH wasn't removed by Steam, the game just shut down - that's the difference.
As for non-marketable cards, there's a pretty good secondary market for them. You simply have to trade for gems rather than sell them. However, learning what constitutes fair value is rather difficult without a market to judge them against...

There is https://steamcommunity.com/groups/tradingcards also. I got a lot of offer for people to make them furry girl or corroded booster packs. It really depends on what games the trading cards come from. The more lewd the game the higher the profits from my experience.

When a game is removed from store, trading cards, emojis, and wallpapers become unmarketables, but still tradeables, that mean you cant listed anymore for sell on the community market, but you still can craft badges (lvl 5 max) or trade to someone else, also boosters packs for delistested games keep "droping" from time to time, but again those booster packs are not marketables but still tradeables, you even can craft it using gems. In short when a game is removed from store the trading cards, emojis, wallpapers loose their value but you still can craft badges and get booster packs to complet your lvl 5 badge.

During the Summer and Winter Steam sales that have event cards, you can craft a badge using unmarketable cards to exchange them for an event card plus the drops and experience from having crafted the original badge. This isnt the most efficient way of trading them in, but if you dont want them and cant find anyone who wants to trade for them, this is a way to get some value out of them. (Crafting = EXP + Background + Emoticon + Marketable / tradeable Event Card)

They still allow to craft badges, which in turn produces 1 badge (100 XP), 1 bg and 1 emote. If game has cool looking badges / bg / emotes, collectors might go a bit crazy and offer higher price for non-marketable cards - simply because they are rare and - can't be bought from market

So, I have been looking to craft some badges and was looking at prices of trading cards and noticed that there is buy orders for uncrowded cards for around 27 cents per card.
Then I researched it and realized that the game is removed from steam.
I have Loot (Foil), and the rest havent dropped yet.
I presume there might be people looking to make these badges and there might be demand?
